If your page is showing data correctly, it should be no problem extracting the data.  You can just save your data to csv and open your csv with the same encoding.  Just make sure that in the Extract Data action property, set the "in Frame" as 0.  
 
Note that the interface may still show unrecognizable text, but that is ok because the program is not compiled in Unicode.
